Motor smoking heavily at start up

I have a 1990 Evinrude 115 hp with variable ratio oiler. When I first start it up, it is rather hard to start and once it starts it produces a lot of smoke. The smoke lasts for several minutes. Once it warms up a bit, the smoke goes away. Could this be a problem with the VRO?

start up procedure, pump bulb till hard, turn key to on,not start, push key in for 8 count, now release and turn key. should start, then bump key in to keep it running till it settles. the motor does not have a choke, it is a primer solenoid, pushing the key in activates the solenoid, allow fuel to flow into the intake, for starting. then when it starts , the bump allows extra fuel to get it warmed up. too much bump you will flood it. fully charged battery essential.

Tashasdaddy, I have a 1990 90 hp; does this motor also not have a choke? I've owned it for over 6 years and always thought that was the case.
