If I recall, this motor has the pressurized tank and Siamese hose. If so, make sure the tank is holding pressure. If it starts with choke, that suggests a fuel delivery problem, so start checking for air leaks, blockages, etc. in the fuel system.
Sea Foam won't help if the carb is crapped up. It cleans carbon from the firing passages. You don't have a pressurized tank, but the problem is still a fuel delivery issue. Make sure the hose is not leaking at any of the joints, the motor connector is OK. Then there's the fuel pump, its screen , etc.
