motor surges on idle

On a cold start while warming up 1991 40hp evenrude surges while idleing ( usually I have to keep idled up a little to keep runing until warm ) once warm it runs great . sometimes after it is warmed up when I bring it back to idle it wants to die sometimes it idles good after warm up. Again engine runs great just above idle and up to WOT. I have fresh gas, new fuel line and new bulb and all clamps are tight. could it be a carb problem???<br /><br /> Thanks Tom H.

Possibly "slightly" out of adjustment in the idle circut.<br />Possibilty does exist that you could have a piece of foreign material floating around causing a rich-lean-rich situation at idle. as soon as you open thrt slightly, it's pulling thru other circuts as well.
