Motor surging at low speed

I have a 90 HP Evinrude Fuel Injected engine. It seems to want to surge at low speed and idling. It runs fine at speeds over 2000 RPM. Can anyone point me in the direction of the cause of this?

A model # would help. The best thing to do is put a laptop on it and check the codes.

There was no error codes on the laptop. The model is E90FPLSIF. Does this model have an idle air control on it? I can see it on the carberated models but I cannot find it on the FI.

No idle air control. Where did you find one on the carbed models ??
