motor surging, low rpm at WOT???

hello all, thank you for all of your great input on all the threads, but i cant seem to find what i am looking for.

My issue just started yesterday on the river. it ran smooth but had a serious lack of power felt like 1/2 throttle, unfortunately did not have tach hooked up. ( my buddys boat w/ a 40 horse flew by me, and his is much heavier) thought maybe fuel problem but primer bulb stayed solid. so didnt mess with it just floated down river about 1 1/2 miles, didn't run motor for about two hours. hooked up tach during down time.then started up to go back to launch, idle was a little rough around 700 rpms. boat planed out fine but could not get over 2800 rpm. about 200 yards and the motor dropped 500-600 rpm and started surging between 2000 and 2300, and the occasional 1500 then right back to 2000/2300. boat limped like this all the way back to launch.
got home replaced ALL fuel lines/fittings. cleaned fuel tank(plastic). removed all three carbs-very clean except idle jets were a little dirty. put all back together and started on water hose. still surging badly 600 rpm surge at idle.

I am looking for a testing procedure for my CDI unit. my outboard is a 1990 yamaha 50hp factory jet. the model is "50esdjd" remote steering.

I had already tried using a buddys fuel tank with fresh gas after carb clean out. but to no avail. when i took the carbs apart i cleaned every passageway with carb clean, sprayed air through, should i try soaking in a sonic cleaner. i have one available at work.
I thought since this was done i should start troubleshooting electrical?

You need a Yamaha service manual, it will give the procedures for link and sync and adjusting the carbs once you have them cleaned real good and back on along with all the procedures for checking electronics and everything else.

Surging is fuel related normally. If you have a problem with firing you loose a cylinder or more, but usually does not come and go
