Motor will not go over 3200 RPM

I have a mercury 40hp 4 stroke replaced the pick up pump, spark plugs, fuel filter, and a coil pack, cleaned the injectors and it still will go over 3200 RPMs any suggestions on what it can be?

Checked fuel pressure? Check TPS? Checked compression? Sound like its missing a cylinder....

It will go above 3200 when not in gear, it only does 3200 when under a load.

Saw another post similar to this, neutral safety switch had failed.

Sure your tachometer is correct? There's settings on the back of those a lot of folks overlook.

Why sure it will rev up in neutral when not in gear.----It would do that running on 2 of 4 cylinders.----That is not a test that proves anything at all.
