Motor wont electrically start but will pull start

Hi. I have a 1978 mercury 200 20hp...i recently rebuilt the starter and it fired right up the first few times after...took the boat on a fishing trip and the third day in a cold snap came through at night and in the morning the boat wouldnt electrically start...but i could pull start it no problem...now that im back home and its warmer i still cant get the boat to start electricAlly...took starter apart n cleaned it up and sanded the bushing inside more to make the part that comes up and catches the flywheel spin more freely...im kinda at a loss...thinking possibly solenoid but not sure...any help would be greatly appreciated

All electrical connections need to be shiney and clean enough to eat off.
