motor won't turn up

hey guys i just got a 1996 115 merc with supposedly a new powerhead (30 hrs). It had been sitting for a couple of years so i had carbs rebuilt first thing. When i took the boat out it will only turn 4000, (i had a 1995 100hp on before, and i used the same wheel). checked spark and have good fire on all cylinders, 130-135 compression on all four. when i pulled the plugs out they seemed to be drenched in oil. any good ideas

Welcome to iboats!

I would also replace the impeller to be on the safe side. Good compression and good spark only leaves fuel.

Recheck the last thing that's been changed. (Carbs)

had carbs gone through again, by different mechanic, everything looked good. gonna put it in the water and try again.
