motor wont wont idle

i have a evenrude 1976 70hp motor i just bought recently it just got new carbs put on it but the motor will only start with the choke up but when i put the choke down the engine stalls help someone

If the engine will run only when the choke engaged, that would indicate that the carburetors are fouled, or that fuel is not being supplied to the carbs properly.

Thanks joe but i made a mistake its the high idle lever that has to be engaged for the engine to run when disengage the high idle the engine fails
