Mounting a trolling motor in place of a gas engine

I bought a 24' pontoon without the engine to use on a small pond. I put a remote steer trolling motor where the gas engine was, but the angle on the boats back plate is so great the trollling motor sets like its prop is pushing down in the water instead of being level.
The trolling motors mount isn"t adjustable, and the plate looks like it is bolted in. I'm thinking I could remove the bolts and move the back plate to a
right angle and rebolt it, is this a bad idea or has anyone ever done anything this?

Could you just make a wedge shaped shim, sounds alot easier than redoing the transom, wihtout pics it is hard to geuss but that is the first thing I would look at.
