mounting bolts?

I was doing a once over on my 75 evinrude and was wondering if the two bolts coming out of the bottom of the case on each side are mounting bolts. Cause they are broke.

Yep, they hold the rubber motor mounts, item number 9, which in turn hold the whole upper end of the motor in place.
