Neighbor has an 87 4 cyl 75hp ob. runs great, strong, not a hiccup.
Squeeze bulb a few times, it will stay hard but will not start unless
continually squeezed. takes 3 or 4 secs using choke and 1/4 throttle.
Dealer changed filter, stator, plugs, battery, timing, etc. Ideas?

I'd replace the fuel line first, if it runs good after it starts, then that almost elimnates the fuel pumps. If not the line, then I'd look at float levels next.

fuel pump check valves could be stuck or sticking. I had a 85 75hp do this? pull them out of fuel pump and check to see if they pop open when you blow through and are working smooth. some time it would run like new and other times i would have to squeeze bulb to keep it going

floats sound possible as it does run well after it starts and then doesn't require
squeezing even pulling skiers. thanks.

If the good advice you already received does not solve the problem, systematic troubleshooting of the fuel system using a vacuum gauge might be a good next step. If you decide to do that, the below links might be of help.
