My 15 hp 1976 evenrude has a dead spot and keeps cutting off

Hello, I have a 15 hp evenrude 1976 that when i have the throddle at the start position it wants to cut off and will not start. If I put it in idle it will start up and I half to put into gear and twist the throddle very fast to get past this one spot or it will cut off. When I have it wide open it runs great then if I go to slow down it will immediately cut off unless I twist the throddle very fast back to idle then it will idle fine. But if I have it in this one spot it will sputter very bad or immediately cut off. I have already put in the shop twice and have had the carb rebuilt new plugs. I have replaced the fuel tank and hose. Could it be the timing? Your help would be greatly appreciated. Thanks

griffman,<br /><br />With the engine off, hood off,twist the throttle and watch the timing plate under the flywheel. Does it move smoothly, or does it hang up?
