My Crankshaft is chipped in a few spot on my 60 degreee 150 intruder

I am rebuilding this engine and noticed where the sleeve meets below the main lower bearing there is a clip that is removable. Right next to that is a round almost like washer that is part of the crankshaft. This will spin when the engine is running. It sits on top of the seal. I think it will tear the seal since it is rough and sharp. Who can repair this.? Thanks
