Usually a starter that fails under compression but turns seemingly OKI with the plugs out, is a dirty starter. Disassemble, clean the commutator, replace brushes if they are getting short, lube the bushings. Careful with the drive gear, do not lube the shaft with anything much more than a light weight oil like 3-in-one or a spray silicone. Heavier lubes here tend to collect dirt and cause later sticking problems.
Check for 12 volts at the ignition switch, if none, check the fuse near the starter relay. Disconnect the wiring harness at the cannon plug on the motor, clean the pins, if the plug seems to fit loose in the slightest, take an exacto knife and slide it into the slot if each pin to widen it a very small amount.
The ignition switch is a ground-to-kill, if still no spark once cranking at or above the minimum 300 RPM, disconnect the black wire with the thin yellow line at the switchbox on the motor, retest for spark. DO NOT START the motor, you will not be able to kill it without running it out of fuel.
