My mercury 50 hp won't fully open.

I have a 2001 mercury 50 hp 3 cylinder 2 stroke, and when i try to push full throttle the carbs don't open so it does not excell to its full potental. I just recently cleaned the carbs and fully drained the gas tank do to water getting in the tank. now that i have it running again i took it out for a test run today and the like i said it wont excell it tops out at about 3 mph. Does anyone have any suggestions? Do i need to rebuild the carbs? the floats seem to be fine and set fine. when i cleaned the carbs every thing seem to be in fairly good condition so i didn't rebuild them from the start. Any suggestions would help. Thank You

when i am full throttle the motor only gets to about 3mph then dogs out, the carbs aren't opening up to excell after that. it ran all day though just wont get to that next gear. it will seems like it is about to open up and go fast then it doesnt and just stays slow.

You say the carbs won't open.

Do you know they're not opening, or just guessing?

Have you looked?

they are opening, but they are not excelling so i am guessing they are not recieving the right amount of fuel to excell faster. like i said i will be in full throttle and it dogs out very slow.
