My Prop turns Tight in REVERSE left and Right.

I have a 1979 Mercury 70HP Outboard,Since I reinstalled my L/U after Impeller replacement. when my Motor is in Reverse It turns the Motor both Right and left. When it is in Forward the Motor only Turns in the Forward Position , and in N it does not Turn .Is this Normal ?????

Are you turning the prop and that's what you see? If so, it's normal.

Yes hand Turning the Prop with the Motor not on.

Normally the prop would rachet when turning CW in forward, turn both ways in neutral and turn 1/8 turn each way in reverse.

Don't spin it too much by the prop in gear. There is the risk of mucking up the impeller blades. Even worse is having the engine start. Though the odds are slim, they are there
