Mystery problem, starts out of water but not in water

i have a 1988 wellcraft nova 23' 7.4l merc cruiser. The problems is the boat starts up on the first try with the hose and earmuffs, but will not start when the boat is put into the water ie Lake tahoe. Any suggestions or ideas?
