So I know one of the reasons that my warning horn doesn't work.

It's not there. There was a piece of duct tape over the hole.

I also have a mystery wire that I have no idea what it is. It comes out of the harness at the same place the vro wiring harness does, but there is nothing around it that it would have hooked up to. I wonder if this wire used to connect to to another wire that led to the controls and the alarm? It is a tan wire.

The tan wires are the warning system wires. With functioning VRO2 units there is one for the oil tank plus one for the the VRO2 pump in addition to the one for the temperature switch at the cylinder head. All of them unite at the main harness.

The basic warning horn wiring will be similar to this one shown at Bill Kelly's site: http://www.maxrules.com/graphics/omc_pics/REMCONTBOX.jpg

That particular tan wire that uses a bullet connector goes to the VRO oil tank harness. It is to sound the horn when the tank gets low.
