Name that goop

I have been trying to identify this substance that has been applied to the inside and outside portions of my alum boat. It was obviously used as some sort of rivet leak solution. It is green and appears to be hard but when I try sanding it with a wire wheel it gets the consistency of really old gum. Doesn't like to sand off very well. I need to get this stuff off so I can drill out old rivets and redo. Any ideas on what this stuff is and how to best get it off?

I've seen it before and have dug it out but have no idea what it originally was called, I've also seen something similar that is silver in color. I've seen both sealers on really old rain gutters too. I had an older DuraCraft row boat that had it at the rear transom seams, I at first thought it was old paint that never really cured, but it was inbetween the layers of aluminum and the rivets. On that boat I had drilled ground off all the rivets, removed the transom and used a fiberglass abrasive wheel to clean the area up. On that boat, I welded in the new transom panel since the original was too badly damaged. I ended up cutting away the area that had the two rows or rivets all the way around the outer seam and I bent up a new rear panel to fit in place of it and welded both the inner and outer seams. I also made a double thick reinforced panel near the top to clamp a motor too with a replaceable outer wood panel for wear protection. It was probably overkill, but it will last forever. That was 8 years ago, and as far as I know it's still being used today. The original damage was due to it being left full of water and left out to freeze.

Gluvit dries mostly clear w/ a yellow hue. It dries flexible, but not soft. I don't think it's gluvit.

Yeah I don't think it's gluvit. There is some of that that is pealing off quite nicely. I think most likely due to poor prep before the application. This stuff is the greenest nastiest stuff, even worse than my kids greenest nastiest buggers  I'm gonna try a heat gun to heat it some and see if that will make it come off easier. I got a bit worried about the wire wheel taking too much material off. The carpet glue on the other hand is coming off fine with the wire so i'll stick (pun intended) to that approach for that part.
