What it does: connects two rods inside the shaft by clamps tightened with bolts. Moves when gears are switched.

Bonus question: What it the size and thread count of the bolt.

Hint: 59 Johnson QD-20 outboard.

Thanks again for the help. The upper bold head is stripped and did not want to force it off, creating more problems. It is tight and only the bottom is stripped. Those bolts are a bugger to deal with through that little hole!
