Need advice on 40 hp ignition/fuel?? problem??

I have a 92 evinrude 40 hp. It has been in the shop probably 6 times in the last 5 months for the same problem. It I usually will start running fine for about 10-20 minutes, then starts to get real jerky going from almost full throttle to less then half. Other than giving me whiplash, it is driving me crazy! When I take it to my Mechanic, (I even have taken to another with same problem) the problem is not fixed. I have had the carbs rebuilt, new plugs, new fuel lines, new fuel filter/seperater. When my mechanic test runs it in his tank it runs fine. He cannot bring the rpm's up to duplicate the problem. He is now saying it might be the powerpack, which will run close to $300 to replace. I know very little about outboards. Can anyone let me know what they think? Should I replace the powerpack?? Any info would be appreciated. Thanks, Jay Cobb. (Tampa,FL)

well when it starts to act up. stop and check your spark right there. if having spark trouble, it could be a coil failing, or the power pack. is the vent open and clear on the fuel tank? that could cause it.
