Need advise on prop pitch for 15 Evinrude

I just got a 15 evinrude (2 stroke) that I knew nothing about & put on the back of a Creek Craft "Salty" which is a 14 ft fiberglass flat bottom.

About the engine,the plate is gone from the transom mount so I verified that the carb is indeed a 15 hp carb,it has CD ignition,sparking on both cyls & I have verified that the carb is going wide open.

I cleaned the carb got a new fuel tank & line & installed new NGK plugs,checked comp with snap on guage & it was 120 each cyl. Fresh fuel mixed at 44:1

Took it to the water & it ran good idling & at low speed but would not plane the boat....

I made sure the trim pin was all the way down,the motor is revving & trying to plane but it seems like the motor is over loaded.

The prop is a 9 1/2 X 10 & the boat itself is 350 lbs by itself & I weigh 180 lbs I think I need a lower pitch....any recommendations ??? or should I be looking else where ???

Are you sure the boat is still factory weight,hasn't absorbed water some how?
A healthy 14ft flat bottom with just you and some gas should plane with just 5 hp.
Might struggle and need you in the middle seat but should plane.
So I think baring a load of water the motor is at fault.
Does it respond to a little choke added?Are you sure the link and sync is right.
Has a good strong blue spark You can here snap.
