Need all experts, 1994 Johnson 225 Ocean Runner idles ok but dies under load

Boat in water, engine dies under load of over 1000 RPM's, runs fine in idle. Here is what I have done so far (not in exact order):

1. Decarbed engine and added new fuel filters and plugs,
2. Ran clean fuel direct to fuel pump on motor,
3. Pumped fuel ball under load and its tight, made no difference,
4. Compression Check ok,
5. Checked spark on each cylinder (V6) ok, also checked at night, no arcs,
6. Timing checked ok,
7. Checked its not the shift interrupter,
8. Replaced fuel pulse limiter,
9. Cleaned & rebuilt all carburetors,

Thinking its not the SLOW because that limits RPM's to 2500 RPM's but not sure if the fuel pump has a safety which will limit RPM's. Should I take off the fuel/oil pump and bring to a shop and have them test it or should I be looking at something else like engine vacuum/pressure, like if a leak in heads or something? I do notice some water coming out of the exhaust. Also, what kind of fuel/oil pump do I have the OMS, thinking its not a VRO? I do hear the pump click every 5-10 seconds, heard it should be more like 20-30 seconds. Does this sound like a faulty pump even though the bulb is tight, no apparent air leaks?
