Compression should be 100+ psi and even on both cylinders. Is it?
With the spark plugs removed, the spark should jump a 7/16" gap with a strong blue lightning like flame.... a real SNAP! Does it?
If the two above areas are as they should be, I'd suspect fouled carburetors.
Did you just purchase this engine, or have you owned it for some time? If for some time, when was the last time it ran as it should? Spark plugs should be Champion QL77JC4 plugs gapped at .040 or .030 (your choice).
Does the engine attempt to fire/run if you spray some pre-mixed fuel into the carburetor throats? If it does, that brings us back to fouled carburetors.
