Need help.. 9.9 - 2 stroke fuel starved at wot

I've got a 1999 9.9 2-stroke. I took it out fishing Friday and it ran fine. I took it back out today (Sunday) and as soon as I cleared the dock and gave it full throttle it started to lift the front end then became real sluggish and died. Started it back up and same thing.

1. Checked supply filter in the fuel tank and it looked fine.
2. Checked the in-line fuel filter and it looked fine
3. Removed lid from gas tank - No difference.
4. Replaced spark plugs with new ones - No difference
5. Would run at lowest trolling speed with no problem. Give it w.o.t. and it would begin to to take off then slow back down and stall.
6. Eventually noticed that if I left the Choke/Primer on full choke (prime) it would run very similar to the way it had ran in the past, but if I push in the choke/primer it would become sluggish then die.


7. When I got home I pulled the cover off of the fuel pump to check the diaphragm. No tears but the diaphragm did not seem very elastic. Should it be? It seemed like the little plunger on the spring had pushed the diaphragm up against the outer cover and was holding it there. Could this be a problem and can anyone explain to me, in detail, how the fuel pump actually works.
