Need help fast bayliner frozen steering.

I have an 18 ft 1978 bayliner Im in process of restoring and the steering is froze.
My question is, if the steering rod moves inside the tilt tube an 1/8"and spins and I can feel it move in the cable, is the rod froze in the tilt tube or is the cable froze.
This is my first boat. And after all the the work Ive put in this beauty I'm stuck on the last repair.

Disconnect the steering rod on both ends. Then use a rotohammer, lots of PB Blaster and various long pieces of metal in different lengths (rotohammer will not fit into transom with super long pieces, have to use shorter ones to start with). Use an 8" long 3/8" socket wrench extender piece first. That will get the steering rod part way in. Then use a very long drill bit, and in order to get the rotohammer to not slide off the end, put on a deep dish socket on the end, and just drill into the deep dish socket. The very frozen steering bar will come out in minutes.

Clean that tube out with sandpaper on the end of a long drill bit. Once fully clean, and the rod clean also, apply lots of marine grade white lithium grease. Every year from here on out.
