Need Help Fast-starter/electrical

All I get is a click from the slave solenoid. Just replaced the slave solenoid and starter solenoid and get the same exact click. I am reluctant to pull the starter until I am 100% sure that is what it is. I followed instructions on testing the slave solenoid and when I hook my test light to terminal A and touch terminal D(ground terminal) it does not light up as it should.

My Questions are:
1)How do I fix a bad ground?
2)How do I test the starter if it will engage the engine before removing the starter?
3) I have a skinny wire coming up from underneath the engine taht has a fuse connected to the wire. It comes off of what looks like a pedal uderneath the engine. Anybody have any clue what this does and wherre it should be connected as it is disconnected right now?

1989 Mercruiser 3.0 inboard

Any help is much appreciated as I have reached a dead end to what the problem is.

Float switch for the bilge pump.
The Electrics and Electronics forum would be the best place to post on how to wire up a float switch to your bilge pump.

Hi Don,

That is the test that I originally ran. I have a question with the below paragraph on that thread?

Touch terminal B on the starter solenoid itself, if the test light lights up, then you have a problem with the starter itself. Time to pull the starter and have it tested, repaired or replaced. If you are out on the water, you may be able to tap the solenoid (Gently, don't want to break things) while holding the switch to the start position and see if it will work. If not, you need a tow.

When I touch terminal B on the starter solenoid the light only lights up when I have someone turn the key. Does this mean I have a problem with the starter or is the starter bad if the light turns on when the ignition is in the off position? Also, how since the light does not light up on the ground terminal of the slave solenoid does that mean any of my ground can be bad or is it that particular wire?
