Need help getting more from my 1972 Evinrude 25 hp

By all accounts this is a great running motor, my problem is that I am not getting the speed I think I should be getting. I'm running a 1972, short shaft, Evinrude 25 hp on a light to medium utility type skiff (1997 Gheenoe Classic), loaded, this 15.6 ft boat weighs about 600lbs (me, 6 gallon tank, engine, anchor, etc.). I've tried the stock prop, and right now I have a 9.5x12, all the props were 3 bladed, non modified, aluminum props. I have a doelfin mounted and I know I'm loosing a little on the top end, but I'm topping out at 23 mph and think I should be hitting 30+mph. Here's a youtube vid of the boat running.

I don't have a tach, I wish I could afford one, and I know that's gonna be key information to getting the most out of this motor.

I have 120lbs compression on both cylinders, good spark, carb has been linked and sync'd. the carb is fully open, the cam roller is at the furtherest most position. The only things I think it might be is the rubber mounts are a little worn and the tilt spring rubs on the leg - but I'm not seeing a lot of vibration, so I'm thinking it not the problem.

Anyone have any ideas why I'm not getting more from this motor?

I think your rig is performing exactly as it should. I used to run the same motor as yours on a similar rig, 22mph was as fast as it would get. You could try a larger pitch prop, though you may regret it (been there).
