need help no power low end rough or no idle

have a 1986 200xp evinrude on a ranger 390v boat, does not idle good, rough takes forever to plane out. Once planed out runs good. I've checked the compression it checks good, checked spark it checks good. Put new plugs in, champions gapped at .30. Gas bulb wouldn't pump up tight, replaced. Reworked carbs, found the jets in wrong, they were backwards in the location of them, switched around, found one carb with same size jets in it put in right jet. Put air silencer on whitch it didn't have on it to begin with. Replaced carb orings to intake that someone had silicone because they were torn. Anyone got any ideas what else it could be? Model # on the engine is 200stlcdr.
