Year is unimportant in servicing Tohatsu/Nissan outboards. Critical thing is the precise model/serial. If you have an NS15 C or D2, you will be OK for the immediately foreseeable future with almost all parts still available. But... the D2 would normally be painted silver/gray... with that blue paint... you probably have an NS15B, from the mid/early 1990's. No carb kits available for that model, so treat the carb well! If you have a C or D2, the carb kit is still available.
As for the water pump, the part you want is available from any dealer, including me: Water pump repair kit. Includes all parts (cup, plate, impeller, drive key, bolts, etc.) needed to service water pump. Fits: all 9.9/12/15/18hp 2-stroke models, and all 9.9/15/18/20hp 4-stroke models. DOES NOT fit the 9.8hp model. Part# 362873220M $50.68.
