Need help with 70hp stator

I have a mercury 70hp. I had a problem with it the last time i went out. It feels like im only at half throttle. The tach doesnt work and its not charging the battery. I replaced the rectifier and it still doesnt charge. I did this test on the stator
1987 & up 70-80-90 HP
Between Red and Blue stator leads 3600-4200 ohms
Between blue stator lead and powerhead ground 90-140 ohms
On the red to blue i get 3600 ohms and the blue to a ground i get 3700 ohms. Im guessing its bad since it calls for 90-140 and its at 3700.
Could this be causing the tach to stop working and having a limit on my rpms?

The Red (high-speed coil) & Blue (low-speed coil) are your charge coils, responsible for powering the switch box. They have nothing to do with charging the battery.

Stator's Yellows charge the battery via the Rectifier. Rectifier turns the Stator's AC voltage into DC voltage to charge the battery.

The Tach problem could be the Tach or the stator.

The charging problem is most likely the battery. Stay away from Automotive & Supermarket store brands, deep cycles & maintenance-frees.

Thanks for the reply. I just installed a new tach and it still doesnt work. Im getting 1.5 volts on the tach wire with the motor running. The motor almost seems to be missing. I have to give it throttle to make it run and if i bring it back to idle it sputters and cuts off. I unhooked the 2 yellow wires and i get 8 ohms between them, and when they are hooked back up and the motor is running im getting 28 volts.
