Need help with a 91 30 hp johnson-No water out telltale

Here is my question. I have a 91 30hp that was from my dad. It has been sitting up for about 5 years and the last time it was ran was about 3 years ago. Ive replaced the impell before trying to start. Of course i did all the other basics like carb rebuild and new spark plugs. I got it to started but there is no water coming out the telltale. I cleaned the line running from the top of the block to the telltale so its not the problem. Not being able to figure it out i decided to take off the lower unit again to see if something was clogging the tube that runs up to the block. I took my air line and blew air up the hose and could feel it coming out the telltale. So now i am stumped and frustrated. Can sombody please help? If all the lines are clean and the impell is new, why dont i have waterflow.

Did you run it in a barrel or muffs?
Were the muffs on securely and good water flow?
If in a barrel, was the water pump completely submerged?

Ran it with muffs. It was as secure as it can be for a cheap set of muffs. Could it just be as simple as muffs. As soon as I saw it wasn't flowing I shut it off.The longest I let it run was about a minute. I still have the lower unit off,should I check anything else before putting it back together.

Got it back together lastnight. I'm gonna start cranking on it today. Hope it works
