Need help with cold galvanizing compound

I have a 1983 EZLoader trailer. I am trying to repair some minor rust damage, and cover some surface rust. The frame is originally galvanized. I am trying to preserve as much of the original coating as possible, as most of it is still in good condition, and I don't want to completely strip/refinish the frame.

I am using Rustoleum Cold Galvanization Compound, the zinc-rich spray-on paint.

The Rustoleum is not adhering very well. I have carefully followed application instructions. Even when sprayed on bare metal, the next day results are that I can rub the paint off with my fingers. I have tried various application methods, thin coats, thick coats, clean with solvents, no solvents, but the results are basically the same, the paint does not stick well.

I had hoped to spray over the entire frame, make the coating look fairly uniform, and get some rust protection for the areas where I removed rust and old coating. I am afraid that after a few trips, the zinc coating will be removed by abrasion from road grit and dirt, or even touching the frame.

Most "zinc rich" compounds or paint claim 92% to 97% zinc content, so I assume that most have the same basic formula.

What other paint or cold galvanization paint will cover, adhere and provide rust protection?

I had the same experience with the Rustolium rattle can zinc.

Other brands I've used have given a better finish.
