Need help with mercruiser power steering

I have a 1990 Sea Ray 200 with a 4.3 & Alpha 1. When I bought the boat a week ago, I noticed that the power steering pump pulley had rubbed a hole in the return hose. I figured I'd just replace the hose, fill the res. back up & bleed the air out by turning back & forth like you would on a car. Well, I've had it out a couple of times now & I would think that all the air would of been out by now, but the steering is still very stiff. Could my pump be bad from running dry, or should I be suspecting something else?

If you ran the pump dry , no oil in it for awhile, its possible the pump is bad

why was the pulley rubbing on the hose?? was this addressed before you replaced the hose?
