need help with my dad's bogging 1985 35hp

My dad just found out he has cancer from agent orange when he was in vietnam need to get this running, any info is greatly apprieciated. His mercury boggs at wot more than not, at low or mid range seams to run fine, the carb drips when not in use so he disconnects the fuel line when not in use, the bulb is soft at idle to high range, can't use the key or the choke it has moisture in the box,It is parked in my yard for the winter (MN) I looked for a model # all I could find is a serial, I think I covered everything, again any info is apprieciated.

i would check by changing the fuel pump diaphram. You can get a whole carb gasket kit for about 40. My 25 would run great until it got full speed then it started to slow down like some one was pulling back on us. Also check the tank and the lines to the carb. Thank your dad for his service. My dad and I are vets too. To many of those guys are not fully appritiated.
