Need help with possible year - no numbers just a little info

I was just out and about an found an Evinrude that is kind of for sale...since I can't really afford it (to say the least) I didn't want to ask to many questions on it but now I am wondering...

He said he "thinks" it is a mid 70's 65 HP but it has a 70 HP motor cover / decals which says VRO on it.
It is greyish color top to bottom and has Electric shift (well at least the controls have it).

I searched the interchangeable parts lists for all the years and didn't see any motor covers that were interchangeable like this so it was no help.

Anyone have any ideas on the year without more info than above?
If it's a much better motor than my '68 100 HP than I may need to go sell a kidney to buy it...lol

Couldn't resist so went back to see him and got the serial number...have a week now to decide if I want to get this motor or not.
It's older than he thought...it's a 1970 65 HP Triumph....sure looks newer with the VRO motor cover on it though.

No such thing as a 1970 65hp. There was a 65hp made in 72 and 73, in 74 it became the 70hp. in 1970 there was a 60hp Triumph

Well I am pretty sure that about puts a nail in the coffin for that motor then...lol
He said it was a late 70's 65 HP...but now it looks like it's a '70 60 HP.
