Generally no, you only need to scuff it to give the new paint something to grip.

Over sanding is the biggest mistake by newby painters, I work at a body shop part time and we use a scotch brite pad to scuff before painting, you may want to use sand paper, grit depends on what paint you decide to use.

I just repainted my boat this winter with base/clear and it turned out really nice but that requires equipment and certian level of skill where roll and tip is pretty easy and alot more forgiving.

Hello m8..

Depending on variables.. I suggest for " paint " ( now this is professional opinion .. ) dyecoat your gel. sand with 120 with power sander and some hand sanding. spray with 545 epoxy primer... reprep with 400 grit .. clean with air and clean cloth.

Topcoat in controlled area.

Paint is hard..

other options are available if your interested...

Base/clear Is a god send for automotive.I used to shoot enamel it stank. With base clear if you lay it out right your good to go.Runs in clear wet sand and buff.Never tried it on a boat but have shot many cars, vans and a few bikes in my driveway.

Ayuh,... The hull needs a complete inspection for stresses,+ other problems 1st,...
Do any fiberglass repairs, then move on to painting...
Has it been stripped of hardware yet,..?? Any hardware not going back on, or being changed,..??
Now's the time to be filling,+ moving holes,+ whatnots...

I don't know what tie primer is,... Going over metal flake, you may need to throw on,+ sand out a couple coats of primer....
Smooth, Flat,+ Imperfection Free with the primer is the key to a Great paint job....
