Need Help with Shift Rod retainer "bolt"

I began the steps tonight to replace the water pump in my 1986 Evinrude 40. I had an immediate setback. Where there should be a bolt on the shift linkage and rod retainer, there is nothing. See picture below:

The first thing that came to mind was that the bolt was broken off the last time it was reinstalled, but there is no evidence of that. The end looks like it was machined in its current shape and there is no mark on the clevis that would indicate that a bolt head was ever pressed against it.

It will not push out with a punch--the scratches on both ends were put there by me tonight. And it aint moving.

Any ideas? Has anyone seen this before?

Thanks for the suggestion. According to the Bombardier exploded view, there is something other than a bolt in the shift rod retainer, but I can't tell for sure what it is. It is not sold separately from the retainer and I would think it's a spring loaded pin. See #85 in attached picture.

Has anyone run into this or know for sure how this is moved to allow removal of the lower unit?

There is no bolt on your motor. Go to the starboard side and pull the pin on the shift linkage rod where it goes under the carb. Push the rod to disconnect it from the shift rod.

None of the three manuals I have demonstrated that. I expected the Seloc manual to be bad, and it was. I expected the Clymer manual to be slightly better, and it was--slightly. But even my factory manual didn't show how to properly remove it.

It's actually a pretty good design and makes that part of maintenance easier.
