Need Info On Older 4.5 HP Evinrude

I purchased a small sailboat built in the 1980's (I think the engine is around that old) with a 4.5 evinrude engine which dosen't start.
First I would like to know where I might find the seriel # on the engine and from the serial # how might I determine the year? Also the engine has a square small plastic cover with a screw in the center over a screen which filters the gas as it enters the engine, the plastic cover has a crack and gas leaks out. What is this called and is it possible to replace it? The engine hasn't been run for a couple of years are there any other issues I may encounter to get it to run?

look on the transom mount bracket for a plate with numbers, if not there look for quarter size disc with number on the engine block near the top rear. the part thats cracked is the filter cap #312629 gasket 312634, and is mounted to the fuel pump. you are going to need to change the impeller, clean and rebuild the carbs. does the engine have spark. getback with the model number and we will get you set up. here's picture of a disc

I know this is an old post however it helped me figure out what motor I had and was able to get the parts I needed. I just wanted to say Thanks, and I'm so glad that I found this site.
