need some info on a 1977 75hp evinrude

Hey all, im charlie. im new here and this is my first post. my dads uncle left him a boat when he passed, and because he is mechanically illiterate, iv been tinkerin with it. engine is in good shape, starts with just a bump of the key. I know from my research that there were 2 75 hp models made in 77, both are salt water models. Im not really shure of the difference, aside from the obvious. but basically i was just looking to see what you guys have to say about this powerplant.
as far as i know, my uncle only used this boat once a year, to go flounder fishing for a week each time, then brought it home ccleaned it up, and kept it in a garage till the next years fishing trip.he was a mechanic, and very meticulous, so i know fuel was drained before storage, oil was changed, so on and so forth. it did however sit for 8 years as his health deteriorated. when we got it the steering was froze... but unstuck after packin it full of grease. sprayed a lil pb tune up in the cylinders, and changed the plugs, fuel lines (they were dry and cracked) new gas tank and inline fuel filter, and added some seafoam to the first half gallon of gas, and started up in just a few seconds. i dont know a whole lot about outboards, but have worked on many other engines big and small, so i feel pretty ok about anything i may need to do. anyhow, if there is anything yall know about this beast, id love to hear it. thanks

so today i took it out for the first time... started it up here at the house, started right up. stopped for gas and hit the boat ramp. but that is as far as i made it. i left the fuel tank hooked up for the ride which is about 15 minutes, and i guess i flooded it. took the plugs out, and one appeared to be fouled. came to the house, with the gas tank unhooked for the ride, and bumped the key in the drive way, and it started for a second. but when i hooked the gas line back up, nothing. any ideas?

Start off by checking the spark and compression, if they are OK, move on to the fuel delivery system. Check/replace all fuel lines, make sure fuel pump is operating properly. Most likely after sitting that long you will need to overhaul the carbs. Once you have it running properly, replace the water pump before any water trials.

well, as i said in the first post, id already replaced all the fuel lines, and i have also rebuilt the carbs, the carbs and cylinders were dried out every time he parked it. carbs were spotless, and the floats still looked new.this thing literally probably has less then 50 hrs on it, if that many. but i did find my problem this evening. put a battery on it yesterday, and when i did i put all new connectors on the wires. when i slid the battery back into the rear compartment, one of the wires pulled out of the connector. i didnt even think to look at that. put a new connector on, and it started right up. and water pump also works fine btw

so i took it out again today after fixing yesterdays problem. things went ok i guess, as in we actually got to cruise around. i know i need to put a new prop on it, but it felt like it never actually opened up. 15 mph, maybe 20. it was kinda WEIRD, with the cover on the motor, it seemed like it was having trouble breathing. when i took the hood off, it ran somewhat better. so here is my thinking. first i was having a little difficulty with idle, so im figuring i need to adjust the carbs slightly. and when i cranked it, i didnt need to use the choke, so i think i need to make a slight adjustment to the butterflys?! like i said, it didnt feel like it really opened up. also, is there supposed to be an air cleaner in the air box? because there wasnt when i got the thing. any input or ideas would be greatly appreciated.

when you say you rebuilt the carbs, did you just replace the basics or did you do the whole deal....remove core plugs, soak and clean?

Well....... yall may frown on it, but there wasnt anything to replace. floats were in excellent condition, all orifices were clean, gaskets were saved, no damage was done to them to replace them. My thinking is, on the inside of the hood, there is an old dryrotting foam liner, and it may be possible that since the teardown, small particles of foam may have been sucked thru and into the carb. should i remove this foam, or does it serve a purpose? i wasnt able to work on it at all tonight, so i guess itll be tomorrow afternoon before i get into anything. does it seem wierd that the past few times i have fired er up that iv not needed to choke it? would that not be a simple carb adjustment ? And with that adjustment shouldnt the idle come back? Please if im wrong in any of this, let me know.
