its a 65 hp elec start, no charging system, 1966.<br /><br />no stator.

It should have a stator. Find two yellow wires coming from the fly wheel area. They will connect to the rectifier. The rectifier will have the two yellow wires plus a red wire connected to it. Connect a wire to either yellow at the rectifier terminal. Run the other end to the signal post on the tach. Set thoe tach for 12 pole/6 pulse. If you don't have a stator, but have electric start, I don't know what to tell you. How do you recharge your battery while you are driving on the water?

its a pre stator motor, verified by two mechanics, and myself pulled the flywheel, no stator.

I looked some things up. model 650S had electric start but no stator. I found a wiring diagram at maxrules.com/oldmercs/Wiring/1966ona/27.pdf. you might want to try Tiny Tach.
