can it be douced in penetrent and slowly worked back to moving? or is that a myth? a friend wants to give me a 1961 inline 6 thats frooze from sitting for 20 years

I very much doubt that you will be able to unlock this engine.
20 years is a long time and the piston rings will be rusted to the cylinders for sure.
Let alone all the ancillaries.
Really depends on where it's been kept.
If its been in a vat of oil for 20 years or in the Arizona dessert you might be lucky!

Its always worth a try. I got one to run after working with it for a few days. A teaspoon full of oil in each cylinder, let it soak a few days and keep trying it. Its a free motor. What do you have to lose?

All you need is one bearing with rust in it and even if you do get it freed up, it may let go shortly thereafter. If you really want to get it running, get a manual and tear into it. Those are solid old beasts - treat it right! Replacing one bearing, or unsticking the rings now may save you from scrapping it out later...
