Original stoop from 1970 when my family had the house built. Its a solid 5 step stoop.I am calling it cement as it is made of small rock and "cement" and was skimcoated with a smooth finish .The skimcoat almost immediately began lifting and has pretty much vanished over the years. The stoop is very sound ,no cracks.I see several Sakrete and Quickcrete products for resurfacing.Has anyone successfully done this before?? If so what product did you use?? Will post pics when snow melts.Charlie

Have not done it but maybe my comment will bring in others.
Looks like proper prep is needed and then a good bonding agent is needed to bond old to knew. Probably just like paint, its the prep that matters most.

Another method could always be epoxy coating mixed with color and sand maybe
