Have just obtained a 1972 Avon Redseal in excellent condition.
However, it is missing two of the rubber plugs that seal the air valves.

These plugs attach via a rubber tab to a nipple near the valve. Threaded into the tab is a U-wire that is inserted in the valve for deflation.

Does anyone know of a source for these parts. Would like to purchase two and maybe two more for backup.

Sounds like you've got the old A4 style valves. I don't know of a source for these unless you find some on ebay from an old boat. Your best option may be to put updated valves in the boat, like A7 or C7 type valves. These are much more reliable and faster deflating valves than the A4s. The change will require some major surgery, so you may want an inflatable repair shop to do the work.
