What I thought was a faulty fuel pump (and was not) appears to be a sticky needle valve/seat. The needle came with my carb rebuild kit that was installed 2 years ago (and has worked flawlessly up until this point) and had a rubber tip. Most of the newer needle/seats I seen have the rubber tipped needle.
It appears to be sticking. It has the small spring attached to it, and to the float arm, but when dropping the float by hand, the needle is sticking shut. I replaced it with a needle I had from another carb that didn't have a rubber tip in an effort to at least get it going good enough to use the rest of the year.
Is it possible the new ethanol fuel is drying the rubber out and causing it to stick in the seat? What's been happening in my boat is, I squeeze the primer bulb, start the engine, go to full throttle, and it will go there, and a few seconds later, start surging and slow right down like its running away from its fuel. Float is adjusted correctly.
