Neither fuel pump run when ignition is turned on

Hello - new here. Hoping for some guidance. Have a 1995 Volvo Penta 7.4 Gi and while out on the lake, all is well for several hours. Boat is turned off for a while then restarted, and just as we are about to put it in gear it dies, and cannot be restarted. Got towed back to Marina. It cranks fine, but will not start. I've noticed that i don't hear any fuel pump sounds when I first turn the ignition on. So I'm wondering if there is a fuse that may have blown. My first thought was bad fuel pump, but since I can t hear the normal "priming action" of the pump, it leads me to think that it may be a circuit breaker or fuse issue. Any thoughts or help would be appreciated.

edit - fyi, I can hear the relay click when turning the ignition on, but no fuel pumps are running.

I had a similar issue a few weeks ago on my 2008 5.0 GXI. I would first check the electrical connection at the fuel pump. could be loose or corroded. Mine was loose and caused my hp pump to not work. If that connection is ok then trace the wire to the fuse relay. Not sure of your boats set up.

Thank you of the help! Turned out to be a circuit breaker near the low pressure fuel pump. After I reset this, I could hear the high fuel pressure running like normal with the ignition turned on (motor not started), however the low pressure fuel pump still did not work, so I unplugged it, and plugged in the new one , and it DID run like normal. So I replaced this low pressure pump, and everything is back to normal - kinda. When putting the boat back on the slip, we were raising the out drive and the circuit breaker popped again. Its an easy reset (in the engine compartment), but this has never happened before - so I'm not sure whats going gone here.

Not a VP expert but with the breaker popping it's either the pump, relay or circuit breaker that's the problem. Breakers do get weak, but to determine if it is faulty it takes test equipment most don't have.
