Neutral lock slide, neutral safety switch or both?

My engine is a 1989 Johnson 70HP VRO, original remote control. My neutral lockout is not functioning. Before a tear into it, I thought I'd get some advice.

When I squeeze the red lockout lever, it doesn't put me in neutral, when i move the lever forward or reverse, i'm still in gear. Is there something to adjust? Possibly the lever is broken inside the box. Does the neutral safety switch have a role here?

Your red lever only locks the black lever in neutral. It has nothing to do with shifting itself, you either have a broken cable or something in the box or motor is broken.
