New boat is stalling out when you hit the throttle.

My newly acquired 86 Seville has been repowered with a 2007 4.3L with a 2bbl Rochester carb on it. It does not start without a shot of ether or by pouring a little gas down the carb. It fires instantly then and runs and idles pretty well but when you hit the gas quickly it will stall out. I drained the fuel tank which was full and had stabilizer in it and put in all new gas and a new fuel filter because the boat had sat since last fall although the gas did seem fine and runs great in my car. When you hit the gas with the engine off it does not squirt fuel into the carb like you would expect so I am thinking a bad accelerator pump. My question is can a accelerator pump gum up and then free it self up after running for awhile? I ask this because after running the engine in my driveway on the trailer the carb is starting to feel a little more responsive. I'm not sure if the accelerator pump is actually starting to free up or if I am just getting better at feathering the gas to keep it from stalling. Also, there is no choke on the carb, is this normal?

NO. its more responsive on the trailer because there is zero load and it can run lean and still rev.

pull your new to you carb apart and rebuild it.

while at it, pull the outdrive, replace the raw water pump, the bellows, gear oil. then inspect the u-joints, gimble, etc. and check the alignment

Yep, I thought so, I will order the parts today. I have the impeller, gear oil etc. already.
