the biggest problem with that engine is the make. Force is no longer in business and parts are hard and expensive to come by. They also had a reputation of not being very reliable. I would check the fuel line and any filters to see if they were clogged before going to a mechanic. It could be that the Carbs are in need of a cleaning or that they didn't properly winterize the motor, ie use a fuel preservative before storing.

I agree with JimMH, before paying the high fees to have a mechanic check it over look at some of the simple DIY stuff. First off check the fuel. If some kind of stabilizer was not added to it before it was stored more than likely it has went stale or even varnished. If gas/oil has set in the carbs more than likely they have gummed up. Also have you checked the plugs? They may have fouled. What I would do first, drain the tank. Replace with fresh gas. Pull the plugs and inspect them, might as well replace them while your at it so you dont have to worry. With a compression gauge do a check on the cylinders, make sure they are normal. Check the fuel vent on the tank, make sure its not stopped up. Take and squeeze your primer bulb a few good times to get fresh fuel into the carbs, crank it for a little and see if it hits. Dont crank for excessive periods of time or you will be replacing the starter too. If it still does not hit, get a spark tester and put it between the plug wire/plug. Make sure your getting a good strong spark. If so, pull the carb(s) off and have them cleaned. Hope I've helped.
